What it does
A shipment of cosmetics arrives, and only then does anyone realize the food and drug agency needs a prior notice and a facility registration, so the goods sit in a warehouse at a daily charge. Before the entry, the agent checks the product types and descriptions against the rules of other government agencies, such as food, plant and animal health, consumer product safety, wildlife and vehicle agencies. It lists the filings, licenses or prior notices needed for each product and their deadlines, and tracks status per agency. When a hold or request appears, it finds which document or approval is missing and chases it, with the client or the agency, until the goods are released. It keeps a log of each agency's decision. Edge case: a product with two applicable agencies with different timelines. The broker approves filings.

How it decides
A product needs a filing when its type, tariff number or use falls under an agency rule. A hold is resolved only when the agency shows release.
