What it does

A proposal promises outcomes like improved confidence or reduced isolation, and months later the organization discovers it cannot collect the data. This agent reads the proposal's outcomes and the funder's guidelines, then compares each outcome with the data the organization can actually collect, based on its tools, staffing, and past data. It flags outcomes that cannot be measured, are measured with an unsuitable instrument, or lack a baseline or timeline. For each, it proposes a measure, a collection method, a data owner and a target that fits the capacity. It rechecks the revised outcomes against the funder's rules, such as required indicators and reporting periods. It never edits the proposal. The writer approves each change. Edge case: a funder-required indicator that the organization cannot collect is flagged for a decision.
