Towed Vehicle Release Agent
Each vehicle is released only to the right person, with holds checked at the moment of release and the fees correct
What it does
A person comes to reclaim a towed vehicle, and the department must check that the vehicle has no hold, that the claimant owns it or has permission and that fees are right. A mistake releases evidence or a stolen vehicle, or turns away an owner. This agent checks the vehicle by plate and VIN. It looks for stolen or evidence holds, open warrants tied to the vehicle, lien and registration, and compares the claimant's ID and documents with the registered owner. It calculates tow and storage fees by the tow date. If a document is missing, it tells the claimant what to bring and waits. Before the release it rechecks the holds, since one may have been added since the first look. It prepares the release record. The supervisor approves each release. Edge case: a rental company claims the car, and the agent asks for the authorization letter and rental contract.
How it works

- Check stolen, evidence and warrant holds and registration
- Compare the claimant's ID and documents with the registered owner
- Does the claimant have the right to the vehicle and complete documents?If not: tell the claimant what is missing, such as a letter or contract, and wait for it. Back to step 4.
- Calculate tow and storage fees from the dates
- Recheck holds just before the release
- Are all holds still clear?If not: stop the release, notify the supervisor and record the hold. Back to step 7.

How it decides
It releases only when no active hold exists, the claimant's identity and right to the vehicle are confirmed and fees are computed from the schedule.
- Never release with an active stolen or evidence hold
- Accept an agent of the owner only with written authority
- Compute storage fees by calendar day from the tow date
- Recheck holds within 15 minutes of the release
