What it does
A caller reports ten dead birds at a lake. The next hours matter for sampling and for deciding whether this is a disease event. This agent logs each report as it comes in, checks the species and location, and compares them to current disease alerts and earlier cases nearby. It rates urgency, drafts a sampling plan with the right kit, protective gear steps and lab submission details, and drafts the notifications required. It tracks lab results and updates the case file, changing the plan if the results point to a notifiable disease. You approve every notification. Edge case: reports of the same event from several callers are merged by location and date.

- Report is a duplicate of an open case: merge and update the count
