AI tops HR priorities in 2026 as economic and geopolitical pressures mount

Chief human resources officers are making AI and digital transformation their top priority this year, according to a survey of 150 HR leaders at major corporations. Ninety-one percent of CHROs identified AI and workplace digitization as their most urgent concern.

The CHRO Association, partnering with the University of South Carolina's Darla Moore School of Business, released the findings in early April. The survey reflects how external pressures-geopolitical instability, inflation, and regulatory uncertainty-are forcing HR departments to modernize faster.

Where AI is being deployed now

Talent acquisition and recruiting automation account for roughly 30% of early AI adoption in HR. HR service delivery and employee self-service systems follow at 17%, with learning and skills development at 14%.

The shift reflects a practical reality: companies are using AI to handle routine administrative work, freeing HR teams to focus on strategy. Tim Bartl, CEO of the CHRO Association, said the convergence of people and technology is "elevating the CHRO's role in driving business outcomes."

Obstacles slowing adoption

Employee fear of job loss remains the biggest barrier to AI implementation, cited by 19% of CHROs. Budget constraints and data security concerns each account for 17% of reported obstacles.

A more fundamental problem: nearly half of CHROs (47%) have not established clear methods to measure whether AI actually improves productivity. Most rely on a mix of quantitative and qualitative approaches instead.

External pressures reshaping strategy

Geopolitical instability concerns 46% of HR leaders. Inflation-driven economic uncertainty affects 42%, while legal and regulatory ambiguity worries 39%.

These external factors are driving HR investment in workforce technology as a resilience strategy. Organizations are treating AI adoption as essential to staying competitive, even as they work through implementation challenges.
