Bihar Plans AI Policy to Build IT Hub, CM Says

Bihar's chief minister announced Saturday that the state will roll out an artificial intelligence policy as part of a broader plan to develop the state into a major IT hub. Samrat Choudhary made the announcement at the Bihar AI Summit 2026 in Patna.

The state sees AI as central to improving governance and public service delivery. Choudhary directed all government departments to maximize AI use to increase transparency in welfare schemes and speed up complaint resolution.

Faster Complaint Resolution

The state operates grievance redressal camps called 'Sahyog Shivirs.' Under the new approach, complaints must be resolved within 30 days. Officers who miss this deadline face suspension on day 31.

AI technology will help accelerate complaint processing across these camps, Choudhary said.

Broader Development Plans

The AI policy announcement came alongside other infrastructure commitments. The state plans to complete a 125-kilometer Ganga Expressway project within three years using a public-private partnership model, with an estimated cost of Rs 30,000 crore.

Bihar also plans to open degree colleges in 211 blocks starting in July and establish model schools across all 534 state blocks. Patna will get 10 model schools, while municipal corporation towns including Gaya, Bihar Sharif, and Bhagalpur will each receive five.

The long-pending Vikramshila University project will begin during the current financial year.

Employment and Power Generation

Choudhary appealed to migrant Biharis to return, saying the government is focused on creating jobs within the state to reduce labor migration. The state is also working toward generating 20,000 megawatts of electricity with central government support to attract industrial investment.

AI will also strengthen policing and crime monitoring systems. Choudhary said criminals challenging police would face action within 48 hours, regardless of caste or religion.
