Canada targets 60% AI adoption rate with new national strategy

Prime Minister Mark Carney announced Canada's AI for All strategy on June 5, 2026, committing the government to accelerate artificial intelligence adoption across the country while protecting personal data and strengthening digital sovereignty.

The strategy sets three concrete targets: increase AI adoption from 12% to 60% by 2034, create more than 250,000 jobs, and add CAD200 billion to the economy through productivity gains and AI commercialization in key sectors.

Government and public sector focus

The plan prioritizes AI adoption in government agencies, healthcare, transportation, energy, robotics, and agriculture. Small- and medium-sized enterprises will receive support to integrate AI tools into their operations.

For government employees specifically, the strategy includes the AI Missions program, which will improve secure AI use in healthcare by deploying AI systems for patient care and reducing emergency room wait times.

Training and workforce development

The National AI Literacy Initiative will train more than 3,000 educators and provide 90,000 AI-related job and work placement opportunities for young Canadians. Post-secondary students will gain access to responsible AI tools through expanded education programs.

Government workers can access free AI training as part of the broader initiative. The strategy also creates entry pathways for highly skilled AI workers through the Global Talent Stream, allowing organizations to attract and retain talent in AI governance roles.

Data protection and governance

Canada will amend data protection regulations to address AI-related risks, including measures targeting deepfakes and surveillance pricing. The government emphasized that the strategy reflects Canadian values while improving citizens' daily lives.

For government officials involved in policy and governance, the AI Learning Path for Policy Makers offers relevant guidance on implementing responsible AI frameworks.

International partnerships

Canada will strengthen cooperation through the Sovereign Technology Alliance, launched with Germany, and existing partnerships with Australia, the EU, Finland, India, Norway, Qatar, Saudi Arabia, Spain, Sweden, the United Arab Emirates, and the UK.

The government will invest in the Canadian Institute for Advanced Research AI Chairs program and prioritize sustainable clean energy to power a public AI supercomputer.
