HR Ministry's AI Migrant Worker System Faces Questions on Cost and Design
Malaysia's human resources ministry plans to launch an AI-based recruitment system for migrant workers that would eliminate hiring fees. A former MP and public policy analyst are questioning whether the system will work differently from a previous platform that became a tool for illegal fee extraction.
Former Klang MP Charles Santiago and analyst V Aishwarya asked the ministry three core questions: Were stakeholders consulted? How much will it cost the government? How will it differ from the existing foreign workers centralised management system (FWCMS)?
Concerns About Replicating Past Failures
The FWCMS, awarded to Bestinet without a competitive tender process and operated without a formal contract for six years, became a mechanism for syndicates to extract fees from workers. Santiago and Aishwarya said adding AI to a flawed system does not fix governance problems.
"An AI label doesn't automatically fix governance failure. What safeguards will prevent this new platform from suffering the same fate?" they said.
HR Minister R Ramanan said the new system would cut out middlemen and result in zero costs to migrant workers. He made the statement following a bilateral meeting on labour migration with Bangladesh.
Practical Implementation Questions
Santiago and Aishwarya pointed out that migrant workers often pay informal brokers in their home villages before arriving in Malaysia. They asked how the AI system would track and prevent these upstream payments.
They also questioned who would develop and control the platform. Bestinet's FWCMS was awarded through direct negotiation rather than open tender. The analysts called for transparent public procurement processes for the new system.
The United Nations has described the exploitation of migrant workers in Malaysia as widespread and systematic. Santiago and Aishwarya said technology cannot build trust while accountability for past failures remains absent.
