GovWell, an AI platform built for municipal governments, raised $25 million in Series A funding led by Insight Partners. The round brings the company's total funding to $34.5 million, with plans to accelerate product development and expand across the country.
The company replaces legacy permitting and licensing software used by municipalities. Its AI system reviews permit applications for code compliance in seconds rather than weeks, and customers report processing time reductions of up to 95%.
The Problem GovWell Solves
Building permits are a starting point for nearly every construction project in the U.S., yet the software processing them hasn't fundamentally changed in decades. Routine permits require weeks of manual review and paper routing, creating delays for residents and businesses.

How It Works
GovWell was designed as an AI operating system from the ground up, not as automation bolted onto old architecture. For residents and businesses, it offers a 24/7 AI assistant available in multiple languages and an application portal that catches submission errors before they cause delays.
For government staff, the platform's AutoCheck technology reviews applications against local codes automatically. It also handles inspections, fee collection, notice generation, and reporting from a single system.
Early Traction
GovWell serves over 130 municipalities and counties across 34 states. Eighty percent of sales are direct replacements of incumbent vendors, with a median sales cycle of three months.
The company has never churned a live customer since its 2023 founding.
Next Steps
Local permitting is the starting point. Governments manage dozens of critical functions-public works, benefits administration, travel visas-most running on the same outdated systems. As GovWell earns trust with agencies, the company plans to expand across the full stack of government operations.
The Series A also included investment from three GovTech industry veterans: David Reeves, former President and Chief Revenue Officer of OpenGov; Andreas Huber, Founder and CEO of First Due; and Chris Bullock, Founder and former CEO of ClearGov.
