Half of Canadian office employees now use AI tools at work, up from a third last year. Adoption is rising inside organizations too, yet use lags access. That gap puts HR on the hook for policy, training, and safe deployment.

What the data says
- Organizations using AI tools rose from 46% (2024) to 59% (2025), yet only 44% of employees report using them.
- Comfort with AI sits at 53%, but jumps to ~75% when employees have policies (78%), work-approved tools (75%), and training (75%).
- 72% of employees who use AI for work have access to work-approved AI. Where access is absent, 48% still use AI anyway.
- DIY learning dominates for those using unapproved tools: trial and error (67%), social media (21%), forums (20%), family/friends (19%), video tutorials (18%).
- Only 44% of employees with access to work-approved AI actually use it-many say tools feel irrelevant to their tasks, especially in the public sector.

Risks HR must address
- Personal data breach concerns (55%).

The message: approve the right tools, set clear rules, and train people well. Otherwise, shadow AI will grow.
HR action plan to close the access-usage gap
- Publish a plain-language AI policy: what's approved, what's banned, acceptable use, no PII/PHI, approval flows, and escalation paths.
- Pick task-relevant tools: start with controlled natural language tools (e.g., writer's assistants, meeting summarizers). Map tools to roles and workflows.
- Create role-based use cases: show HR, payroll, recruitment, L&D, and employee relations how AI helps with their daily tasks.
- Deliver training plus guardrails: cover prompt best practices, data handling, citation, bias checks, and red flags.
- Spin up AI champions: 1-2 per team to coach peers, collect feedback, and surface safe, high-impact patterns.
- Measure and iterate: track adoption, time saved, quality lift, and policy issues. Adjust tools and training quarterly.
Policy and compliance checkpoints
- Privacy-by-default: block sensitive data inputs, use data loss prevention, and scrub prompts of identifiers.

- Teach prompt patterns, fact-checking, and bias checks. Require scenario-based practice.

Security: reduce DIY risk fast
- Offer approved tools where work happens. If employees don't find relevance, they'll use whatever's easy.
- Ban unapproved tools explicitly. Offer safe alternatives for common tasks (summaries, drafts, data cleanup).
- Run a quarterly "prompt hygiene" workshop and share a red/green prompt library.
