Illinois appoints first chief AI officer

Kader Sakkaria joined the Illinois Department of Innovation & Technology on June 1 as the state's first chief artificial intelligence officer. He will lead the state's enterprise AI strategy and oversee responsible adoption of artificial intelligence across government operations.

Sakkaria comes from Arthur J. Gallagher, where he headed global data technology. He previously held leadership roles at Ruffalo Noel Levitz and BMO Harris Bank, and served as an innovation and technology commissioner for the City of Aurora.

Building a governance structure

Illinois CIO Brandon Ragle said the state was seeking someone who understood governance, use cases, and government services. The chief AI officer will work alongside the state's chief data officer and chief enterprise architect to form what Ragle called a "triangle of AI governance policy."

This structure allows each role to focus on its domain: the data officer handles operations, the architect manages technology sprawl from new tools, and the CAIO oversees governance, privacy, and security reviews.

Scaling existing projects

Illinois released a statewide AI policy last April and deployed a chatbot tool to 55,000 users in October. Sakkaria will oversee expansion of that chatbot program and ensure governance remains in place as the state scales up.

Ragle said the goal was to give government employees a "taste" of AI capabilities. "Curiosity creates innovation," he said, "and innovation is what you need to drive the value of AI."

A growing trend

Illinois joins Vermont, Texas, New York, Montana, Oklahoma, and Alabama in appointing a chief AI officer. The roles reflect states' efforts to manage AI adoption strategically rather than letting tools proliferate without oversight.
