Most Universities Lack AI Strategy Despite Leadership Enthusiasm

Universities worldwide are adopting artificial intelligence without the governance structures to manage it safely. A new report from IREX and Development Gateway found that only one in three institutions has a clear AI strategy, and fewer than one in five have governance frameworks in place.

The report, based on a global survey conducted from November 2025 to January 2026, surveyed how universities use AI in teaching, learning, research, and administration. The gap between ambition and readiness is significant.

Training and Skills Fall Short

Only 37% of respondents reported receiving ongoing AI-related training or professional development at their institutions. This training deficit leaves educators unprepared to integrate AI into classrooms or help students develop job-ready skills.

University leaders recognize AI's potential to improve teaching effectiveness and operational efficiency. But many struggle with ethical implementation and preparing students for an AI-enabled workforce.

What the Data Shows

The report identifies three critical gaps:

  • Governance structures to manage AI responsibly
  • Skills and training for faculty and staff
  • Infrastructure to scale AI adoption safely

Technology adoption is outpacing institutional readiness. Without clear strategies and oversight, universities risk deploying AI systems without proper safeguards.
