MPs call for AI sovereignty strategy as UK risks losing access to critical technologies

The UK government must develop a clear AI sovereignty strategy or risk being cut off from critical technologies at the discretion of its allies, MPs have warned. A report published today by the House of Commons Science, Innovation and Technology Committee finds that the government has "no coherent strategic framework" for using its scientific strengths to advance diplomatic and economic goals.

Opportunistic approach to science diplomacy

The committee's report, 'Science Diplomacy: Sovereignty, strategy, and the global race,' criticises the government's "opportunistic approach" to international science and technology agreements. It concludes that the UK lacks an overarching plan, instead substituting activity for strategy and weakening its international credibility. The report calls for a clear framework for science partnerships, backed by delivery plans to provide certainty for industry.

The AI sovereignty warning

MPs highlight that the US's recent restrictions on some AI models demonstrate the danger of depending on allies for technologies critical to economic growth and national security. The report says the UK is in a global race for sovereign tech capabilities, with AI emerging as a central arena for competition and collaboration. Whether the government acknowledges it or not, the committee states, it must set realistic ambitions for sovereign capabilities in AI, quantum and space.

Closing the commercialisation gap

The report also urges the government to address gaps in later-stage funding for deep tech companies. While the UK produces world-class early-stage research, many innovative firms relocate overseas to scale. MPs call for more targeted investment and public procurement to keep these companies at home.

Chair's warning

Dame Chi Onwurah, Chair of the committee, said: "The government needs a realistic plan to achieve sovereign capabilities in critical areas or risk having its access cut off at the whim of its partners."
