Nigeria launches Meta-backed chatbot to help citizens access government services

Nigeria has deployed GovGuide Nigeria, an AI chatbot built by Meta in partnership with the Federal Ministry of Communications, Innovation, and Digital Economy, to help citizens find government information and services. The platform launched Thursday and represents one of the country's largest public sector AI projects to date.

The chatbot runs on Meta's open-source Llama AI models and operates through voice and text interfaces on the web. It supports English, Hausa, Igbo, and Yoruba to reach rural communities, low-literacy populations, and citizens struggling with Nigeria's fragmented public service systems.

Meta built GovGuide Nigeria alongside the National Centre for Artificial Intelligence and Robotics and local AI company Publica AI. The project reflects Meta's strategy to expand its open-source AI models across emerging markets in Africa, where its No Language Left Behind translation model now covers more than 50 African languages-roughly double the coverage of traditional translation systems.

Adoption challenges remain

Poor broadband penetration and limited smartphone access in rural areas may constrain how widely the chatbot reaches its intended audience. Government officials and citizens in underserved regions could face barriers to using the platform effectively.

Bosun Tijani, Nigeria's Minister of Communications, Innovation and Digital Economy, said the initiative demonstrates the government's commitment to using AI to make public services more responsive to citizens' needs.

Prior regulatory friction

The launch comes more than a year after Nigeria's Data Protection Commission fined Meta $32.8 million for alleged violations of the Nigeria Data Protection Act 2023, including unauthorized data transfers and insufficient user consent. Reports later indicated the fine was waived after Meta agreed to cover legal costs and support privacy awareness initiatives.
