Malta Offers Free ChatGPT Plus to Citizens Who Complete AI Training
OpenAI has signed an agreement with Malta's government to provide all Maltese residents with one year of free ChatGPT Plus access after completing an AI literacy course. The program, called "AI for All," launches in May and extends to Maltese citizens living abroad.
The University of Malta will develop the training course in partnership with OpenAI. Residents who finish the course receive complimentary ChatGPT Plus access for 12 months at no cost.
Maltese Economy Minister Silvio Schembri said the partnership aims to turn AI from "an unfamiliar concept into practical assistance" for families, workers, and students.
OpenAI describes this as the first national-scale partnership under its "OpenAI for Countries" initiative, which helps governments integrate AI tools into public services and workforce development.
Why This Matters for Government Leaders
This agreement signals a shift in how tech companies approach AI for Government adoption. Rather than selling directly to agencies, OpenAI is working through citizen education programs tied to commercial product access.
The model creates a dual benefit: residents gain AI skills while OpenAI builds a user base in a new market. Government officials considering similar partnerships should weigh both the training value and the company's commercial incentives.
Public Response Mixed
Online reactions ranged from support for the AI literacy focus to concerns about privacy, taxpayer costs, and whether the initiative primarily serves OpenAI's growth strategy.
The agreement comes as OpenAI expands government and enterprise partnerships amid competition in the AI sector. The company has pursued recent deals tied to public services, enterprise adoption, and infrastructure projects.
