OpenAI Opens Singapore Lab, Creates 200+ AI Roles in First International Expansion

OpenAI has signed a memorandum of understanding with Singapore's Ministry of Digital Development and Information to establish its first applied AI lab outside the United States. The partnership, announced May 20, 2026, commits more than S$300 million to building the country's AI workforce and making AI tools available across businesses, schools, and government agencies.

The agreement centers on three areas: launching a dedicated applied AI lab, developing AI talent, and expanding access to AI tools for businesses and citizens.

Lab to Employ 200+ Engineers Over Coming Years

The OpenAI Singapore applied AI Lab will hire more than 200 forward-deployed engineers and technical specialists over the next few years. These teams will work directly with Singapore-based partners to convert frontier AI technologies into practical applications for finance, healthcare, public services, and digital infrastructure.

OpenAI will also launch a training program in Singapore to teach mid-career software engineers how to build real-world AI systems. The goal is to create a pipeline of specialists who can deploy AI technology at scale.

Education and Workforce Programs Target Multiple Levels

OpenAI will collaborate with Singapore's schools through a local chapter of OpenAI Academy, its online training platform. The company plans hands-on workshops and hackathons designed to help teachers integrate AI responsibly into classrooms.

For technology professionals, OpenAI will work with the Infocomm Media Development Authority and AI Singapore under the AIxTech programme. The initiative includes access to OpenAI's Codex tools, optional AI modules in training exercises, and expert-led sessions on OpenAI's technology stack.

Localised AI content will also be added to SkillsFuture programmes, Singapore's national initiative for continuous learning, to build AI skills across the broader population.

Startups and Small Businesses Get Support and Consulting

OpenAI and Singapore will co-develop AI applications to improve how citizens access public services. The company will also run accelerator programs that provide technical consulting for local and international startups.

Micro-entrepreneurs and small and medium enterprises will receive tailored workshops. These businesses often lack the internal expertise to evaluate or implement AI tools.

Why HR Professionals Should Pay Attention

This partnership signals how governments and major AI companies are approaching talent development. For HR leaders, the program offers a case study in how organizations build AI-ready workforces at scale.

The emphasis on mid-career retraining-rather than hiring only junior talent-addresses a real challenge: most organizations need people who understand both business operations and AI deployment. The forward-deployed engineer model puts specialists inside partner organizations to solve actual problems, not theoretical ones.

For HR teams building AI strategy, the three-pillar approach (specialized roles, broad capability-building, and accessible tools) mirrors what many enterprises are attempting internally. AI for Human Resources and AI Learning Path for CHROs cover similar frameworks for workforce planning and talent strategy.

Chng Kai Fong, Permanent Secretary for Digital Development and Information, said the collaboration demonstrates Singapore's commitment to growing AI sectors and equipping workers with relevant skills. Denise Dresser, OpenAI's Chief Revenue Officer, said Singapore's technical talent and trusted institutions made it an ideal partner.
