A Wave of AI Certifications in South Korea: What Educators Should Know

South Korea has seen a surge in artificial intelligence certifications over the last two years. According to government data, however, most of these certifications are rarely used in practice. As of recently, there are 505 AI-related certifications registered with the Korea Research Institute for Professional Education and Training, a government-affiliated organization. This figure is nearly five times higher than in 2022, before tools like ChatGPT gained widespread attention.

Despite the large number of certifications, over 90% have had no test-takers as of late last year. Many credentials carry the AI label but lack a solid connection to actual AI technologies. Titles such as “AI Brain Fitness Coach,” “AI Art Storybook Author,” and “AI Trainer” are examples of certifications that often do not reflect real AI skills or knowledge.

The Only Nationally Accredited AI Certification

Among the many offerings, the only nationally accredited AI certification in South Korea is KT’s AICE exam. It features five levels that test practical AI knowledge and skills, ranging from basic block coding for elementary students to advanced Python-based modeling for professionals.

All other certifications are privately issued by individuals, companies, or organizations, and they lack independent oversight or quality control. In 2024, only 36 of these certifications held any examinations, and just two attracted more than 1,000 applicants. Interestingly, 14 certifications recorded a 100% pass rate—raising questions about their rigor—and 20 were removed from the registry that same year.

Why Are These Certifications So Popular?

Many certification organizers are motivated by financial gain. For example, one popular AI certification attracted around 500 candidates last year, charging up to 150,000 won (about $110) per person. The course content typically included basic instructions on using existing AI tools like ChatGPT or Stable Diffusion rather than deep AI knowledge.

Some certificate issuers even promote their credentials as qualifications for teaching AI to students or the public, despite lacking formal recognition. This marketing appeals to individuals eager to stay relevant in an AI-driven job market.

What Motivates People to Get AI Certifications?

A recent survey by the education firm Eduwill found that among 391 South Koreans aged 20 to 50, 39.1% planned to earn an AI certificate to prepare for future job demands. Additionally, 27.6% were already taking online AI courses or learning automation tools like Notion AI.

Are These Certifications Valuable in the Job Market?

Industry experts caution that most privately issued AI certificates have little impact on hiring decisions. A local AI official commented that these credentials often serve as “window dressing” on resumes. For roles even in non-technical fields such as marketing or communications, actual knowledge of AI matters more than a certificate.

For educators, this means helping students and professionals focus on gaining genuine AI skills rather than accumulating unrecognized certificates. Practical experience and demonstrable understanding will carry more weight with employers.
