Telangana plans to tax AI companies to offset job losses

Telangana Chief Minister Revanth Reddy said the state government is considering a tax on AI companies to support workers displaced by automation. Speaking at Harvard Kennedy School's AI symposium on March 27, Reddy outlined a model where firms would pay "people credits" - similar to carbon credit systems - to compensate affected employees.

The proposal targets high-value AI firms. Reddy argued that companies with massive valuations should contribute to society when their technologies displace workers. He acknowledged that AI will likely transform jobs rather than eliminate them entirely, as has occurred with previous technological shifts.

Entry-level hiring may decline, Reddy said, but overall productivity would increase. "Higher productivity can be achieved by using a smaller workforce," he added.

Hyderabad's AI expansion strategy

The state plans to build "Bharat Future City" near Hyderabad, which will include a dedicated AI district. The hub aims to attract Global Capability Centres focused on AI development and deployment.

Reddy said the government will scale up industries that create blue-collar work AI cannot replace - including tourism, sustainability, green energy, and electric vehicles. The approach balances AI adoption with job creation in sectors less vulnerable to automation.

What this means for HR professionals

Workforce planners should monitor how this tax model develops. If other states adopt similar policies, they could affect hiring budgets and automation investment decisions. HR teams managing entry-level recruitment may see shifts in hiring patterns as companies adjust to potential taxation on AI-driven workforce reduction.

For HR leaders managing organizational change, understanding AI for Human Resources and workforce analytics will be essential.
