UAE deploys AI agents to streamline work permit assessments

The UAE's Federal Authority for Identity, Citizenship, Customs and Ports Security and Ministry of Human Resources and Emiratisation have launched an AI and robotics project to assess work permit applications more efficiently. The system, rolling out in May 2026, will evaluate candidates using objective criteria: professional skills, educational qualifications, experience, and knowledge.

The initiative reflects a shift toward what the government calls "Agentic AI" - self-executing systems that handle routine tasks without human intervention. The project targets converting 50% of services into autonomous workflows.

What this means for HR teams

The system aims to free employees from repetitive work rather than replace them. Workers will focus on strategic and creative tasks while AI handles routine processing.

The project also integrates physical AI - robotics in manufacturing, logistics, and infrastructure - to enable real-time operational decisions. Employment in the UAE has grown 12.4% and compliance levels have increased 34% as of March 2026, according to the announcement.

Broader context

The UAE is positioning itself as a talent hub amid global shifts in how work gets done. The initiative supports the Dubai Economic Agenda (D33) and the UAE Digital Transformation Strategy 2031.

Global technology companies are investing heavily in similar infrastructure. Major firms committed over $600 billion in capital expenditure in 2026 for AI infrastructure development.

HR applications beyond permits

The government highlighted five customer-facing AI use cases relevant to HR departments:

  • Advanced, responsive customer service
  • Personalized employee experiences
  • Cross-selling and upselling strategies
  • AI-powered personal assistants
  • Humanized HR processes

HR professionals managing recruitment, compliance, or workforce planning should understand how AI for Human Resources applies to talent assessment and screening. The underlying technology relies on AI Agents & Automation, which automates decision-making workflows at scale.
