Vietnam's Strategy to Attract Top AI Experts
On June 27, a representative from Vietnam's Ministry of Science and Technology announced a new policy to attract 100 leading AI experts from both inside and outside the country. This initiative focuses on engaging these experts in national science and technology programs centered on artificial intelligence.
The policy was formalized on June 22, 2025, with Decision No. 1412/QD-BKHCN, approving a plan to bring top talent to contribute to key AI projects. The goal is to use expert knowledge to accelerate AI development in Vietnam, positioning AI as a key driver of economic growth, modernization, and improved quality of life.
Deputy Minister Bui Hoang Phuong highlighted that the government has allocated at least 3% of the national budget for science, technology, and innovation—approximately USD 2.95 billion. Attracting high-quality human resources is a priority, with support mechanisms for AI specialists to be detailed soon.
New Laws Supporting Science and Technology Growth
During the briefing, the Ministry outlined five new laws recently passed to support science, technology, and innovation efforts:
- Law on Science, Technology, and Innovation
- Amendments to the Law on Standards and Technical Regulations
- Amendments to the Law on Product and Goods Quality
- Revised Law on Atomic Energy
- Law on Digital Technology Industry
These laws are designed to address long-standing regulatory challenges and support the government's digital transformation and innovation goals, in line with Resolution No. 57-NQ/TW from December 2024.
Upcoming Legal Developments and National Strategies
In July, the Ministry plans to finalize drafts for several important laws, including amendments to the Law on Technology Transfer, Law on High Technology, National Digital Transformation Law, and Law on Intellectual Property. These drafts will be submitted for review by the National Assembly.
The Ministry will also propose a scheme to support investment in core technology research and biotech enterprise development, along with a National Strategy focused on building an intellectual workforce for accelerated industrialization and modernization.
Additionally, updates are underway for the national AI strategy and action program that run through 2030. These efforts include preparing a government program dedicated to AI development.
Communication and Implementation Efforts
The Ministry introduced Decision No. 1169/QD-TTg (June 16, 2025), which approves a communication initiative to implement Resolution No. 57-NQ/TW on advancing science, technology, innovation, and digital transformation through 2030. This initiative supports raising awareness and engagement across sectors.
