What it does
Public meetings and surveys tend to draw homeowners and retirees, while renters, young people and non-English speakers go unheard. This agent compares respondent demographics with the community's profile from census data, covering age, tenure, income, language and area. It finds the gaps and suggests outreach methods to close them, such as a pop-up at a transit stop, a translated flyer or a school partnership. After each engagement round it counts who responded, rechecks representation and adjusts the plan. It checks that the next round's outreach matches the gaps found and that the results are not weighted on too few responses. The planner approves the outreach plan. Edge case: a neighborhood with no responses at all is flagged for a direct visit instead of another email.

How it decides
A group is under-represented when its share of respondents is more than a set number of points below its share of residents. Methods are chosen to match the group.
- Flag a group more than 5 points under its resident share
- Pick methods by group, such as in-person events for people without internet
- Provide translated materials for languages above 5% of residents
- Flag any neighborhood with zero responses
