What it does
When the Singapore team goes home and London is still asleep, tickets wait. This agent reads ticket volumes by hour of day, the current rosters in each region and the public holidays and leave calendar. It finds the hours and days with too few people for the expected volume and simulates schedule changes, such as shifting a shift two hours or covering a holiday from another region. For each change it simulates, it checks the predicted wait times against the targets, and it keeps adjusting until every hour meets them or the options run out. It then writes a proposed roster with the trade-offs. The head of support approves roster changes. Edge case: a holiday that affects two regions at once is flagged early so cover can be arranged weeks ahead.

How it decides
An hour is covered when the simulated wait time is under the target at expected volume plus a buffer. Changes that break local working hours rules are rejected.
- Plan for expected volume plus 15 percent
- Treat a wait over the target for 2 hours in a row as a gap
- Never schedule beyond local limits on hours or rest
- Flag holidays 4 weeks ahead
