What it does

Leave coverage plans often name a backup who is not qualified or authorized for the absent person's duties. When leave is approved, this agent checks every duty and shift in the leave period for gaps. For each gap it proposes a substitute whose qualifications and authorizations match the role, and who is available. After each change it rechecks the whole period, because moving one person can open a gap somewhere else. If no qualified substitute exists, the gap goes to the coordinator rather than being filled with someone unsuitable. The coordinator confirms staffing. Edge case: the proposed backup for a pharmacist is qualified but is already the only cover for another site that week, so the agent tries the next candidate.
