What it does
A hotel's food license expires on a Friday, the fire certificate needs an inspection that must be booked weeks ahead, and the operating permit has its own form. They live with different offices and different people. This agent keeps the register. It tracks each permit, issuer, expiry date, fee and requirements. Ninety days before expiry it prepares the renewal package, checks that required inspections or training happened and chases missing items. It books inspections, tracks the application until the new certificate arrives and updates the register with the new date. The manager approves fees and filings. Edge case: an inspection is scheduled after the expiry date. The agent requests an earlier slot or a written extension.

How it decides
It ranks permits by days left and lead time needed. A permit is at risk if time left is less than the issuer's processing time plus 14 days.
