What it does
A signed bilateral agreement contains commitments with deadlines: legislation to pass, offices to open, reports to deliver, tariffs to remove. After signing, attention moves on and delays go unnoticed until a dispute arises. This agent reads the agreement and lists every obligation with the responsible party and the date. Each week it collects status from public sources, official gazettes, ministry statements, press and reports from other missions, and matches each item to an obligation. It flags delays and marks each commitment as on track, late or unclear. For late items it drafts follow-up points for talks with the host government and checks again after each meeting or news. The diplomat approves any contact with the host government. Edge case: a commitment is met in a different form than the text, and the agent marks it as partially met.

How it decides
It marks a commitment late when its date passed with no public evidence of completion, and unclear when evidence is partial or conflicting.
