Azerbaijan and OpenAI Launch AI Tutoring Platform for 500,000 Students
Azerbaijan's Ministry of Science and Education and OpenAI signed a memorandum on May 31 to build an AI-based adaptive learning platform for the country's schools. The platform will serve more than 500,000 students as part of the government's "Digital School" project.
The system will diagnose what students know and don't know, assign personalized work during lessons, and provide individualized learning support. Teachers and school administrators will access real-time data on student performance. The platform integrates with Azerbaijan's existing national curriculum rather than replacing it.
How It Works
The platform uses OpenAI's API technology to assess student knowledge and skills, then tailor instruction to each learner's needs. Teachers maintain oversight of all AI-generated assignments and recommendations.
The rollout begins as a pilot program and expands based on results. Data protection, teacher supervision, and alignment with national curriculum standards guide the implementation.
Broader AI Strategy
Beyond the learning platform, the Ministry of Digital Development and Transport and OpenAI will collaborate on building Azerbaijan's AI innovation ecosystem. This includes hackathons, "build days" events, and structured research partnerships designed to position Azerbaijan as a regional hub for AI solutions.
Emin Amrullayev, the education minister, said the initiative ensures teachers and students use AI tools responsibly. The partnership supports President Ilham Aliyev's "Action Plan for Accelerating Digital Development in the Republic of Azerbaijan for 2026-2028."
Kevin Mills, head of go-to-market for education and government programs at OpenAI, said Azerbaijan is taking a "thoughtful and ambitious approach" to AI in schools. He noted the partnership builds on strong digital infrastructure and a commitment to practical, responsible AI use.
