China's internet healthcare platforms are moving away from online drug sales and into AI-powered chronic disease management, according to a new sector report from UOB Kay Hian. The pivot follows tighter prescription regulations and policy changes that reward compliant operators and open reimbursement pathways for AI-assisted diagnostics.

New prescription rules raise compliance bar

New compliance guidelines for online prescription drug retail now require licensed pharmacists to review every prescription. The rules explicitly prohibit AI from conducting prescription reviews, enforce a prescription-first model, and tighten oversight of third-party platforms. UOB Kay Hian said the measures will increase compliance costs and curb impulsive demand in the short term.

"Whilst raising compliance costs and creating short-term pressure on the sector by curbing impulsive demand, the framework will drive industry consolidation, improve patient safety, and ultimately benefit leading compliant platforms like Ali Health and JD Health over the longer term," the report said.

Policy shifts push chronic care online

In April, China introduced graded diagnosis policies requiring Class III hospitals to redirect routine follow-up care for chronic diseases to primary and community healthcare providers. This positions internet hospitals as "the core online channel and sustaining volume growth in chronic care management," according to the report. Leading platforms are expanding beyond prescription fulfilment into AI-driven patient management, supported by partnerships with pharmaceutical companies. The shift could increase patient retention and revenue per patient, the brokerage said.

AI diagnostics enter reimbursement lists

The national Category B reimbursement list now includes 12 AI-assisted diagnostics, enabling hospitals to charge reimbursable service fees for these tools. The move creates new revenue opportunities for AI-assisted diagnosis and chronic disease management.
