Niger State Saves N500 Million Monthly Through AI Payroll System

Niger State's information technology agency has cut monthly payroll costs by approximately N500 million over the past three years by automating civil service payments through an AI-assisted system.

The Niger Information Technology and Digital Economy Agency (NSITDEA) migrated over 24,000 civil servants from separate legacy systems to a single cloud-based human resources platform. The shift freed up resources for development projects while creating a more auditable record of personnel administration and retirement processing.

NSITDEA Director-General Suleiman Isah disclosed the savings in an interview in Minna on Saturday.

Broader Digital Overhaul

The payroll reform is part of a larger digital transformation across Niger State government. The agency connected 153 ministries, departments, and agencies to high-speed internet and established a unified billing system that lets residents pay taxes and government fees through a single digital platform.

The state also removed financial barriers to fiber-optic deployment by eliminating Right-of-Way charges for telecom companies. The policy positioned Niger to benefit from a national broadband expansion targeting 90,000 kilometres of fiber-optic cable.

The National Broadband Alliance for Nigeria recognized the state's broadband-friendly approach with an award.

HR and Public Service Applications

Beyond payroll, the agency introduced AI for Human Resources across other government functions. It deployed AI monitoring for home-based civil service recruitment exams and established a data governance framework across all 25 local government areas.

Digital Skills and Inclusion

NSITDEA expanded digital training across the state. The agency runs an annual Build-A-Thon Holiday Tech Camp exposing over 280 youths to emerging technologies, TechSis Workshops for women in technology, and ICT training for internally displaced persons.

The agency also trained 2,000 traders and artisans in digital literacy and partnered with the Nigerian Export Promotion Council to teach small business owners e-commerce skills.

Institutional Evolution

NSITDEA evolved from a department into a ministry in 2023, then became a full agency in 2026. Before 2023, technology functions in Niger were treated primarily as administrative support rather than as infrastructure and governance policy.

Isah said the current administration fundamentally reframed how the state views technology, treating it as essential to economic policy and inclusion rather than as basic IT support.
