What it does

Management action lists often contain hidden prerequisites and duplicate work, so people start tasks that cannot finish. This agent reads the approved list and maps which actions depend on others. For actions that look like duplicates, it checks whether they really produce the same deliverable for the same period before proposing a merge. True duplicates get a merge proposal; look-alikes stay separate. It then sequences the plan so that each action starts only when its prerequisites are verified as done. The coordinator approves any cancellation or owner change. Edge case: two 'prepare KPI report' actions turn out to cover different reporting periods, so they stay separate and both keep their owners.
