Mumbai's Building Approval System Gets AI Overhaul After CM Approval

The Brihanmumbai Municipal Corporation will launch an AI-powered building approval platform called CIVIT TWIN following approval from Maharashtra's Chief Minister. The system automates compliance checks, reads architectural drawings using machine vision, and aims to cut approval timelines that have historically stretched months.

How the system works

CIVIT TWIN will process more than 10,000 compliance checkpoints automatically. The platform fetches required documents from applicants, eliminating repeated submissions across multiple departments.

Machine vision and AI analyse architectural drawings and site plans to detect errors and by-law deviations before formal review. Applicants can fix issues in advance, potentially reducing rejections.

Twelve AI agents guide applicants through the submission process. They flag missing documents, incorrect entries, drawing errors, and deviations from development control regulations. The system also offers WhatsApp-based support.

What this means for developers and buyers

Developers face lower land-holding costs, faster approvals, and more predictable project timelines. They reduce dependency on intermediaries navigating the approval process.

Homebuyers gain access to verified, compliant housing inventory and potentially faster possession timelines. The system increases transparency in a process historically criticized for delays and manual scrutiny.

Part of broader reforms

BMC Commissioner Ashwini Bhide outlined the approval modernization strategy in April at a real estate industry event. She said upgrading the existing AutoDCR system with AI would reduce manual review, speed decisions, and improve transparency.

The commissioner also emphasized removing redundant requirements and using digitization to address bottlenecks developers face. She stressed that urban planning extends beyond building approvals to overall quality of life.

Industry observers expect the initiative to influence how other Indian cities modernize civic approval systems.
